Rehabilitation Opportunities

The Central Minnesota Housing Partnership helps to provide descent and safe housing through different rehabilitation programs. These programs provide assistance to owner occupied housing and owners of rental properties. Below you will find the description of the various programs to see if you are eligible for rehabilitation assistance.

HOME Rental Rehab Program (HRRP)

HOME Rental Rehab Program funds are available for the rehabilitation of existing rental properties. These funds will be provided through a loan with a 0% deferred interest rate for 5 years. During the 5 years, owners must abide by rent and income guidelines set by the HOME program. Repayment of the loan is determined by the amount of rehabilitation funds utilized and a 5 year compliance period.

  • Properties must be located within the counties of: Aitkin, Benton, Carlton, Carver, Cass, Chisago, Crow Wing, Isanti, Kanabec, Mille Lacs, Morrison, Pine, Sherburne, Stearns, Todd, Wadena or Wright (excludes the City of St. Cloud).
  • Properties must contain a minimum of 8 units
  • Properties must be at least 51% residential.
  • A minimum of $3,000 and a maximum of $14,000 is available per unit.
  • Owner match funds will be required for each project.

Application Deadline

Applications for the HOME Rental Rehabilitation Program are made available in October each year. Applications are typically due to the Central Minnesota Housing Partnership at the beginning of February. The 2008 application deadline has already passed. This is a competitive application process. The applications are ranked and funding goes to the top applications until funding has been exhausted.

Rental Rehab Loan Program (RRLP)

The Rental Rehabilitation Loan Program (RRLP) provides a low interest loan to owners of rental properties. The loan can be used to rehabilitate existing rental properties located in Aitkin, Benton, Carlton, Cass, Chisago, Crow Wing, Isanti, Kanabec, Mille Lacs, Morrison, Pine, Sherburne, Stearns, Todd, Wadena and Wright Counties. Loans are made available through the Central Minnesota Housing Partnership and then sold to the Minnesota Housing Finance Agency. Properties must meet minimum housing standards at time of completion. There is a $25 non-refundable application fee.

  • Owners can be eligible for up to $10,000 per unit with a minimum amount of $1,000
  • Total maximum loan amount is $100,000
  • The interest rate on the loan is 6%
  • Each loan is secured with a mortgage
  • Properties must meet income and rent restrictions based on the specific county the property is located in
  • Property must be a permanent structure
  • Must be at least 50% residential
  • Must have a self contained bedroom, bathroom, and kitchen

Application Deadline

These are state funds and are available year round until the funds are depleted.

Small Cities Development Program

Small Cities Development Program funds come from the Department of Employment and Economic Development. They are federal funds to assist low and moderate income households in fixing up their homes. Specific Minnesota cities receive this funding.

  • Funds are generally 0% deferred loans forgiven after 7 years
  • There is a homeowner matching funds requirement
  • The home must be your primary residence
  • Improvements need to address energy efficiency, lead based paint, health and safety and code deficiencies
  • Homeowners must be up to date on their property insurance and taxes
  • Homeowners must be at or below 80% of county median income
  • Commerical and rental funding may also be available

Funding coming soon:

  • Pine River, MN - owner-occupied housing, rental and commercial rehab
  • Crow Wing County - cities of Crosby, Ironton, Emily - rental and commercial rehab
