Rehabilitation Opportunities

The Central Minnesota Housing Partnership helps to provide descent and safe housing through different rehabilitation programs. These programs provide assistance to homeowners, as well as owners of rental or commercial properties. Below you will find the description of the various programs to see if you are eligible for rehabilitation assistance.

Small Cities Development Program (SCDP)

Small Cities Development Program funding comes from the Minnesota Department of Employment and Economic Development (DEED). The program can provide financing for owner-occupied rehab, rental property rehab and commercial rehab. Funding type is typically determined by community need and interest. Central Minnesota Housing Partnership works can work with cities or counties to prepare and submit an application through DEED's competative application and award process. Features of the program include:

  • 0% deferred loans forgivable loans and low interest loans for needed repairs
  • Favorable owner match funds requirements
  • Eligible households and rental owners may use SCDP funds for activities such as: roofing, windows, doors, siding, insulation, electrical, plumbing
  • Eligible commercial owners may use SCDP funds for activities such as: roofing, siding/brickwork, doors, windows, awnings, signage mechanical systems and code issues.

The following cities currently have SCDP funding available:

  • Pierz/ Little Falls/Royalton: Waiting list for owner-occupied and commercial rehab. (Homeowners, see below for additional assistance opportunity information thorugh the Federal Home Loan Bank). An application for additional funding has been submitted. Contact CMHP for more information.
  • Motley/ Randall/Swanville: accepting applications for owner-occupied, commercial and rental rehab. Limited funds are available and applications will be processed on a first come, first served basis. Federal Home Loan Bank (FHLB)

Federal Home Loan Bank funding is available in conjunction with the Pierz/Little Falls/Royalton Small Cities Development Program. FHLB funding is provided as additional assistance to eligible homeowners utilizing SCDP financing to help cover the costs of eligible home repairs. Homeowners must meet income limit requirements and other program requirements. Features of the program include:

  • 0%, deferred forgivable loan with 5 year term
  • Can be utilized as owners match in conjunction with SCDP program in Pierz/Little Falls/Royalton
  • Eligible repairs include, but are not limited to: Roof repair or replacement, gutters and downspouts, siding, doors, windows, insulation, mechanical systems, electrical and plumbing upgrades.

We have also submitted a FHLB application requesting funding for homeowners in Motley, Randall and Swanville. Please check back for more information this fall.

HOME Rental Rehab Program (HRRP)

This program is currently being revised by Minnesota Housing. Please check our website periodically for updates on future program funding availibility.

Rental Rehab Loan Program (RRLP)

The Rental Rehabilitation Loan Program (RRLP) provides a low interest loan to owners of rental properties. The loan can be used to rehabilitate existing rental properties located in Aitkin, Benton, Carlton, Cass, Chisago, Crow Wing, Isanti, Kanabec, Mille Lacs, Morrison, Pine, Sherburne, Stearns, Todd, Wadena and Wright Counties. Loans are made available through the Central Minnesota Housing Partnership and then sold to the Minnesota Housing Finance Agency. Properties must meet minimum housing standards at time of completion. There is a $25 non-refundable application fee.

  • Owners can be eligible for up to $10,000 per unit with a minimum amount of $1,000
  • Total maximum loan amount is $100,000
  • The interest rate on the loan is 6%
  • Each loan is secured with a mortgage
  • Properties must meet income and rent restrictions based on the specific county the property is located in
  • Property must be a permanent structure
  • Must be at least 50% residential
  • Must have a self contained bedroom, bathroom, and kitchen

These are state funds and are available year round until the funds are depleted.
