Stabilization Program (NSP) Application Process

Complete and submit NSP Application with ite=

listed on checklist attached to application. Original application must be
mailed to CMHP (available on CMHP website at www.cmhp.net)

Make sure the required 8 hour Homebuyer
Education course is completed. This
course must be taken by a HUD approved vendor (see www.hocmn.org/nsp.cfm for listing=
of
HUD approved vendors)

Have bank/lender send us copy of income
verifications and 2 years of income taxes with W-2’s if they already =
have
them
=
• =
Submit a copy of the lender approval letter
which must show rates and terms of the loan (no subprime loans)
=
• =
Once the above are completed a preliminary
eligibility determination can be made and a letter is sent out.

• =
When a home is locate in the target neighbor=
hood
submit a copy of the purchase agreement with the required NSP addendum which
can be found on the CMHP website at www.cmh=
p.net

CMHP then completes the inspection
=
• =
CMHP will then order an appraisal if the hou=
se
inspection is acceptable
=
• =
After the inspection is Completed CMHP will =
do
the following:

If Rehab is needed will develop the scope of
work so the applicant can obtain 3 bids from licensed contractors – m=
ust
have selected bid before loan closing and contract executed. No work begins until the loan is c=
losed.

CMHP has the SHPO review completed – t=
akes
up to 30 days

CMHP completes the environmental review proc=
ess
=
• =
If pre 1978 have to have lead based paint
inspection – findings will be included in scope of work
=

Rehab funds will be escrowed at loan closing=

• =
Once the SHPO review letter is back, the
appraisal is back and shows the required 1% discount, the environmental rev=
iew
is complete and if applicable the rehab contract is executed then final
eligibility is determined and letter issued. Funds are then ordered/reserved
for rehab and loan can go to closing.  =
